An Overview of the Financing Locally Led Climate Action (FLLoCA) Programme
This is a programme that is funded by the Government of Kenya in partnership with the World Bank and other donors aimed at:
- Delivering locally-led climate resilient actions at ward levels
- Building and strengthening county’s capacity to plan, budget, implement, monitor, evaluate and report local climate actions in partnership with communities.
The implementation of programme is by the National Treasury through the Program Implementation Unit (PIU) and the County Government through the County Climate Change Unit (CCCU)
Grievance Redress (GRM) Mechanism
This refers to the process through which concerns and complaints are lodged, received, investigated and resolved or the process through which dispute resolution is sought and provided.
Purpose of the Grievance Redress Mechanism
The framework is established to:
- Provide a systematic mechanism that outlines the procedures that will be followed in submitting, acknowledging, investigating and resolving grievances that may arise from the design and implementation of the FLLoCA programme.
- To ensure transparency and accountability throughout the design and implementation of projects and programmes amongst the relevant stakeholders including project beneficiaries
- Resolve any emerging environmental and social grievances in project areas
- Promote relations between the project implementers, executers and beneficiaries
- Enhance citizens’/beneficiaries’ ownership and participation in the project,
- Serve as important feedback and learning mechanism that can help improve the project outcomes.
Objective of the Grievance Redress Mechanism
The objective of the GRM is to ensure that all complaints arising from the design and implementation of the proposed projects are efficiently and promptly addressed. The mechanism will also offer a platform for providing feedback and comments on the proposed investment projects.
