Chief Officer – Roads, Transport, Public Works and Utility Services
Eng. Lucas Mwangi Wahinya started his schooling at Thamuru Primary School, Kandara in 1981 and transferred to Enaibelibel Primary school in Narok in 1985 where he sat for his Kenya Certificate of Primary Education in 1988. He pursued his secondary education at OlchekutSupat Apostolic School, Narok from 1989 to 1992. He scored a mean grade of B+ (plus). In 1994, he proceeded to the University of Nairobi where he pursued a Bachelors of Science in Civil Engineering degree and graduated on 29th November 1999 with hons.
In March 2000, he joined Nippon Koei Consulting Engineers as a Civil Engineer and was involved in the planning, design and implementation of two major projects namely; Groundwater Development in Rural Districts of Baringo, Koibatek, Samburu and Laikipia and implementation of the Meru Water Supply Project which was completed on March 2003.
In June 2003, he joined the National Water Conservation and Pipeline Corporation as an Operation and Maintenance Engineer. He eventually rose to the position of a Regional Manager where he worked up to February 2006. Reforms started in the water sector and in March 2006, he joined Kikuyu Water Company Ltd as the first Managing Director. During his tenure, the Company made tangible milestones which have made it sustainable to date. He left Kikuyu Water Company Ltd in May 2014, to join the County Government of Kiambu in the capacity of Chief Officer-Water, Environment and Natural Resources. He has been instrumental in the implementation of several water projects that have been initiated at the County by the department.
In November 2014, Eng. Wahinya was given two portfolios for he was appointed as the Ag. Chief Officer-Roads, Transport, Public Works and Utilities. He handled the two departments and in June 2015 he was transferred to the department of Roads, Transport, Public Works and Utilities and confirmed as the Chief Officer.
He has been instrumental in the implementation of several road projects, construction of fire stations, installation of flood masts in various wards, project supervision for client departments and day to day administration of the department.
He has retained his position as the Chief Officer Roads, Transport, Public Works and Utilities with the new administration.
Eng. Wahinya is a registered Professional Engineer with Kenya Engineers Registration Board, a member of Institution of Engineers of Kenya (IEK) and has a working experience of over 15 years in the civil engineering sector.
